Summary
The United Systems Pact is the largest and most militarily powerful political and military bloc in settled space. Formed from Western Earth lineages — Northern European, American, and NATO-aligned cultures and their descendants spread across star systems — it has operated for centuries as the dominant governing and military force in developed space.
Territorial Reach
The USP controls the majority of established, infrastructure-rich systems. Its presence in outer and frontier territories is military and extractive rather than administrative. To outer worlds, the USP offers a version of stability and law.
Whether that is experienced as benefit or occupation depends on which system you ask.
Officers stationed in frontier deployments for extended periods develop a more specific answer to that question. It is not always the same answer they were given at the academy.
Military Structure
The USP maintains a professional, standardised military force of significant scale. Conventional forces are well-documented and publicly acknowledged.
Special operations assets are not.
Special Operations — CARG
The Colony Assessment and Research Group (CARG) is the USP's deniable operations arm. It deploys to situations the USP cannot be officially associated with — contested territories, pre-conflict assessments, operations that cannot officially occur.
The name was selected to be forgettable. That is not an accident.
