The Consortium of Settled Systems is a coalition of older Earth cultures, breakaway colonies, and frontier systems that refused incorporation into the United Systems Pact. It is not unified by shared ideology — it is unified by a shared refusal. Opposition to the Pact is the closest thing the CSS has to a founding principle.
This has operational implications. An organisation defined by what it opposes rather than what it stands for does not behave predictably. Expect it to escalate where the USP would negotiate, and fracture where it should consolidate.
Structure
No standardised military. No uniform aesthetic. No central command equivalent to the USP. Member factions operate independently, contribute to collective operations on a case-by-case basis, and maintain their own governance structures.

Capability Assessment
Variable. Some CSS member factions field professional forces with significant capability. Others operate through mercenary networks and private military contractors. Equipment is repurposed, eclectic, and locally sourced.

The mercenaries on the surface are a CSS contribution. What the CSS's member factions plan to do if those mercenaries succeed is a different question. The Consortium does not agree on much. It agrees on this: whoever holds the crystal holds the next century. That is the only consensus required.
